Here are a few definitions:
‘’Inclusion is the process of identifying, understanding and breaking down barriers to participation and learning’’ (Participation and Belonging in the Early Years/Sure Start + NCB 2005)
"Every child has the right to the best possible start in life. When a child has special needs, it is vital that these needs are correctly identified as early as possible. It is equally important that effective early intervention is available for the child, together with emotional and practical support for the parents."(Welsh Assembly Government: 2004)
The National Service Framework (NSF) for Children, Young People and Maternity Services has set the following standard:
"Disabled children are provided with appropriate high quality, timely services in an environment that is suited to their needs, age and stages of development. Well co-ordinated multi-agency services are delivered to address all types of need."
(NSF: 2006 Chapter 5).
